Anton Rusin — founder of the Palladium Institute of Applied Technocracy

A technocrat with Russian Far East roots, author of the E-Qual methodology and of the book “The Architect vs. Noise”. Biography, competencies, body of work.

Anton Andreevich Rusin is founder and chairman of the Palladium Institute of Applied Technocracy, author of the E-Qual methodology and of the book “The Architect vs. Noise”.

Born 15 June 1991. Sole rights holder of the methodological corpus, creator of Palladium Venture Foundation, founder and general director of Megalit Invest LLC.

Education: Primorsky Regional Specialised Centre for gifted children — business informatics, 2007; Vladivostok State University of Economics and Service, Institute of International Business and Economics — enterprise economics and management, 2012; Moscow Pedagogical State University, Institute of Social Sciences and Humanities — jurisprudence, 2022. Languages: Russian native, English C1, Spanish elementary.

Organisational track: in 2009 he founded and led a student corps of 256 people and, on its basis, a regional branch of a federal party; he was elected chairman of the university student council in his first year by an absolute majority. From 2012 to 2017 he ran that regional branch — charter documents, dealings with the registering authority, regional working methodology. In 2014–2016 he built a consumer cooperative and a credit cooperative from zero, including risk management, engagement with the financial regulator, social stores and logistics chains, and ran the campaigns of eighteen municipal candidates and one regional.

From December 2016 to May 2023 he worked in the State Duma as methodologist, aide and social engineer: event-series methodology, electorate feedback mechanisms covering more than 250,000 people, international and inter-parliamentary programmes, engagement with federal and regional authorities. Founder and chairman of a federal non-profit. Since 2023, general director of Megalit Invest LLC.

Palladium track: since 2017, Palladium Venture Foundation — the E-Qual economic model, anti-speculative asset protection mechanisms, a distributed organisational structure, private ventures by decision of an expert council. Palladium Foundation Pte. Ltd. was registered on 22 July 2021; the mark and continuous operating history run from September 2017. Since 2025, the Palladium Institute of Applied Technocracy: conceptual author of the corpus — twenty canonical carriers in the current edition and the manuscript “The Architect vs. Noise”. Part of the corpus is maintained as an open research programme with published refutation conditions.

Engineering record: a national-scale settlement instrument was designed and presented to a regulator as a digital financial asset project; it lies outside the current perimeter of the Institute and constitutes no public offering. Seven legal entities created end to end, from charter to operations. Cross-border partnerships in more than twelve jurisdictions. More than fifteen projects run in parallel across industries.

In 2017 he took to market an acid-free technology for flushing heat-exchange circuits that rendered surfaces hydrophobic and cut enterprise costs by 60–70 per cent; the displacement of that company from its own value chain by intermediaries became the origin of the concept of semantic resistance.

Areas of competence: measurement of conductivity in complex systems, reconciliation of decision-maker metrics with the state of the managed object, organisational survivability audit, valuation and balance-sheet recognition of intellectual property.

The public body of work consists of desk studies of specific circuits under protocols P-0 to P-7, the E-Qual methodological core, diary entries and the book. Studies are published with source reliability grading and with a stated refutation condition for every finding — a deliberate constraint that separates methodology from doctrine.

The methodological corpus has been brought to a state in which it is verifiable without the author. Every protocol carries the layer it belongs to, the derivation procedure for each numerical value, and a second-executor requirement: a claim that cannot be reproduced by other hands following the stated procedure does not enter the corpus. A separate protocol describes the regime in which the methodology is applied to itself — an independent oversight board and five checks to which the apparatus subjects its own output.

A layer that promised what could not be measured was deliberately removed. The aesthetics of earlier editions — figures, metaphors, manifesto cadence — gave way to a register of tolerances and thresholds; the language became drier and duller, and that is the price of auditability. The digital circuit was removed as well: regulatory toxicity and the absence of a constructible carrier turned it from an asset into a risk. The Institute sells measured and engineered gains in conductivity, and the formulation means exactly what it says.

Public positions on contested matters are stated as authorial judgement with an attached refutation condition. This applies to sector assessments, to studies of listed companies and to political subjects alike. An assessment to which no condition of its own error has been attached is not published.
