Russian refining: reverse excise and a migrating constraint

A strategy stress test of the Russian refining circuit: a fiscal metric that improves as the object degrades, five of seven bets without an observability carrier, and a constraint that migrates beyond the reach of the standard test.

Subject: the strategy of the national refining circuit treated as a system of bets under declared uncertainty. The study is a P-3 stress test: bets are enumerated, each is tested for the existence of an observability carrier, and the binding constraint is tested for migration.

Finding T-1 · The invariant of the objective is not declared [derived]

The circuit is managed toward several objectives whose ordering is never stated: fiscal receipts, domestic price stability, export volume and refining depth. Where the ordering is absent, any outcome can be presented as success by selecting the objective after the fact. A stress test cannot proceed until the invariant is fixed, and fixing it is the first deliverable of this study.

Finding T-2 · The reverse excise converts a fall in refining into a rise in net receipts [grade A/B]

Under the damping and reverse-excise mechanism, a reduction in refining volumes can improve the fiscal metric while the physical object degrades. This is the structural inversion the corpus classifies as a broken control loop: the indicator by which the system judges itself moves in the opposite direction to the condition of the thing being judged. Condition of refutation: a period in which refining depth and fiscal receipts move in the same direction under unchanged mechanism parameters.

Finding T-3 · Five of seven bets have no observability carrier [derived]

Of the seven strategic bets identifiable in public documents, five cannot be observed: no published series, no responsible holder, no threshold at which the bet would be declared lost. A bet without an observability carrier is indistinguishable from an intention. The remaining two are observable and are named in the study together with their carriers.

Finding T-4 · The binding-constraint test does not cover a migrating constraint [derived]

The standard test in its current edition assumes a constraint that remains in place over the measurement horizon. In this circuit the constraint migrates between logistics, refining capacity, sanctions perimeter and domestic demand within periods shorter than the horizon. The test therefore returns a valid answer for a state that has already been vacated. This is a defect of the apparatus, recorded against the apparatus, and it constitutes an open item of the research programme rather than a finding about the object.

Verdict

The circuit cannot be diagnosed by a single-period binding-constraint test. The lawful configuration is a stress test with a premortem across scenarios of non-recovery, an inverse stress test running from insolvency back to the conditions that produce it, and kill criteria attached to each observable bet.
