CIS Political Technologists in the 2000s
In the early 2000s, every former journalist or failed PR person declared themselves a political technologist who would “build a reputation from scratch.” The market was awash with money from entrepreneurs fearful for their assets.
Collapse mechanics:
The bubble filled with people whose toolkit consisted of commissioned hit‑pieces in the tabloid press and watching The Lord of the Rings before a brainstorming session. The market collapsed from an overproduction of meaningless, copy‑pasted strategies and shrank to a small pool of genuine specialists.
Personal Brand Mentors (2015–2020)
The peak of the bubble came during the Instagram boom. Social‑media algorithms demanded daily content, and a demand for “packaging” arose. The market was flooded by people with no marketing education, selling the formula: “We’ll identify your archetype (Rebel/Good Guy), write your legend in Stories — and you’ll close 5 million in sales.”
Collapse mechanics:
Competition grew to millions of “packaged” accounts; feeds turned into a tasteless vanity fair. Businesses saw that the “networking goddesses” had zero reach and no sales: the method had discredited itself. Today the term “personal brand mentor” evokes a condescending smile.
ICO and Trading Gurus (2017–2018)
A perfect example of the merger of consulting and charlatanism. Back then, anyone with a landing page featuring a Bitcoin growth chart called themselves a “blockchain evangelist” and advised factories on transitioning to tokens. Strategic sessions boiled down to the question “how to bolt a blockchain onto a dumpling shop.”
Collapse mechanics:
The market abruptly collapsed — 99% of projects were essentially empty shells, and their “founders” lacked even school‑level economic literacy. The term “crypto enthusiast” became synonymous with a delusional dreamer. Consulting firms shut down as soon as the easy flow of money from naïve investors disappeared.
Echo of a merry farce:
To this day, mechanisms exist that lure people with a diminished capacity for critical thinking into economic debauchery. We thoroughly expose the pathetic motives of these selfish, hollow Zelibobs in our relevant materials. We dissect their amusing little worlds and lay bare the cognitive hooks they use to play on objective human weaknesses.
MLM‑Psychologists (2017–2022)
A notable period for the Russian economy, in which “energy practitioners” and “wish‑fulfilment marathons” displaced classic MLM‑ers. The sphere ballooned thanks to stories about “breaking out of the matrix to a million‑dollar income” by working on your money mindset. Complex psychotherapeutic work was supplanted by affirmations and the purchase of yet another course.
Collapse mechanics:
A wave of criminal cases (hundreds of bloggers of various calibres) for tax evasion while providing “dubious services.” This legally cut off advertising traffic, but more importantly it revealed that 95% of the “mentors” were simply mediocrities packaged using the “success‑story collection” method. Incomes fell, communities disintegrated, and the segment contracted sharply to stagnation.
The flip side:
People are being increasingly knocked out of the food chain, dumping unwanted labour into esoteric biomasses, but this is a matter of carefully engineered social‑engineering mechanisms, not private segmental hype. The market swelled to 2.6 trillion rubles in 2025 and continues to go wild. More on this in our specialized materials.

Take care of yourselves. And do not allow swindlers to exist off the fruits of Your Labor.
Pseudo‑strategic consulting for small businesses. Charlatans sold entrepreneurs “a ready‑made scaling strategy,” which in reality turned out to be a set of sales‑funnel templates stolen from Western books. The hype was maintained by “mass hypnosis” from stages and rented sports cars.
Collapse:
As soon as the consumer market narrowed due to economic turbulence, it became clear that “packaging” and “mission” do not replace unit economics, and that these consultants had never themselves run a business with operational expenses. Clients went into the red en masse, and trust in consulting collapsed.
Zelibobs of Our Days
Today, the market for “strategic repositioning” in Russia has become an open sesame. Instead of the billboards of the 2000s — free neural networks:
- The “Big Four” and “Big Three” (McKinsey, BCG, Bain) have left. A vacuum of demand for “meanings” emerged in large corporations. (In reality, they haven’t gone anywhere — they just changed their signboards, but in such a turbulent period for the Russian economy, demand far exceeds supply.)
- Amateurs flooded in. Former coaches and wedding planners calling themselves “strategists with meaning,” who sell not numerical models but “deep ontology,” “synergistic effect,” and “brand archetypes,” churning out beautiful but useless presentations.
- Absence of evaluation criteria. In strategy, results become visible only after 2–3 years, allowing actors in beatific roles to stay afloat on persuasion alone. But collapse is near: businesses are beginning to realize that a “new visual identity” and a “reprogramming of values” have not replaced the lost Western markets and technologies.
The law of the bubble here is singular: the louder a field screams about its effectiveness and the fuzzier its metrics, the faster it fills with charlatans and the louder its final pop will be.
On 29 May 2026, the second stage of negotiations began between the founder of the Palladium Institute of Applied Technocracy and a Candidate of Technical Sciences (Ph.D.), who leads the NMA segment of the Federal Scientific Agroengineering Center VIM, regarding trilateral cooperation under the patronage of the Government of Tula Oblast.
Within the framework of the agreement being developed between ANO SKR, LLC Ormus, and the State Cultural Institution of Tula Oblast "Tula Museum Association" (A.T. Bolotov Museum-Estate "Dvoryaninovo"), the plan includes the market legitimization of the Palladium Institute's product line and the subsequent elevation of the E-Qual methodology to the level of regional governments.
Current progress: 90% of the work on systematizing the Palladium intellectual property corpus has been completed.
Project asset structure:

v2.0 — a dream. Its ambitious farce of redesigning civilization is free to strike and inspire. It is elegant, self-consistent, and soulful. It creates a space for thinking about complex systems where you don't necessarily have to descend into economic jargon or political science rhetoric. A dream… And dreams are necessary, because without them there is no direction.
v3.4 — cold-blooded engineering. A corpus of systemic protocols from a strategic methodological laboratory: materials, tolerances, connection points, and operating conditions. It can be used to build a system that withstands load; and it can be used to verify whether the system has been built correctly. For the Palladium community—which designs institutions rather than dreams about them—this phase transition was simply necessary.
From dream to cold-blooded engineering
Instead of "understanding how an element works" — "measuring how effectively an element works." Instead of "this is true" — "this is true under a set of verifiable conditions."
v2.0 integrated thermodynamics, institutional economics, complexity theory, antifragility, and behavioral economics into a single substrate. v3.4 is analytical: 4 layers, 26 protocols grouped by function, and a term registry. Every concept has an article, a layer, and a carrier. The V-series rule set verifies every statement for format compliance. Every module knows what it does and does not try to do what it cannot.
v2.0 assigned values. In v3.4, every number has a procedure: baseline frequencies, MDE, double threshold. This means: we have forbidden ourselves from promising what we cannot measure. This self-restraint distinguishes us from 99% of methodological projects.
v2.0 was exceptional. v3.4 introduced a commitment: every protocol must be reproducible without its founder. This shifts the center of gravity away from the conceptual author—at least, it tries to.
ELIMINATED
- Aesthetics. The neutron star. The fugue in D minor. Noble fury. Twice alien, twice free. In v3.4—conductivity, thresholds, grades, registries, MDE. The language has become drier, more precise, and—yes—more boring.
- The ambition to "redesign civilization." Today, the Institute sells measured and engineered "conductivity gains."
- The digital circuit. Regulatory toxicity and the absence of a constructible carrier turned it into a risk, not an asset. PLD today is a digital certificate of access to our capabilities and products. A status weight within the Palladium movement. A legacy of the Palladium Venture Foundation.
ACQUIRED
- Verifiability. The corpus can now be audited. Every claim has a layer, every number has a procedure, every protocol has a second executor, every product has a recall trigger. Criticism is structurally anticipated.
- Self-sufficiency. Every term is in the registry. Every reference resolves within the perimeter. v3.4 can be read without v2.0: the methodology has become transferable.
- Meta-level. An Independent Oversight Board (IOB) and 5 independent protocols. The methodology now tests itself on itself. And this distinguishes us from doctrine.
- Segregation of responsibilities. Sign and shell are separated. Licensor — Megalit Invest LLC. Licensee — SKR ANO (Autonomous Non-Profit Organization). PVF Pte. Ltd. — the sign and the history. The project corpus — operational practice. Symbolic capital — a grade-based registry. Everything in its place.
- Structural realism. We stopped promising what we cannot measure. Stopped passing off notes as protocols. Assigning numbers without a derivation procedure. Capitalizing on what we cannot transfer. This cost us dearly. But it gave us the right to declare: "The Institute sells measured and engineered conductivity gains"—and mean exactly that.
The Assembly Point
The first external contract for which we receive an acceptance certificate, a letter of recognition, and effect verification. As soon as that happens—we move from G1 to G2 across packages I-1, I-3, and I-4. The first license payment under Ш-6 appears—we move to G3 and the income approach. Until then, we operate on the cost approach, on the chain of evidence, and on reputation.
This is a long path. But we chose it because the other leads nowhere.
1. First Empirical Run Executed – "Preston Residue"
(Pre-registration, hash, and reproducible code completed.) The results are mixed: the main 2019 slice shows no link to proxy G, while the secondary 2015 slice shows a moderate link with a measurement reliability of 0.65. The conclusion is that no global proxy G exists—a custom measurement instrument (SCP/log timelines) is required. The hypothesis is neither confirmed nor definitively refuted; the status is therefore classified as "mixed evidence." The bet log is no longer empty.
2. Red-Team Exercise Conducted on Attestation Tests
The execution forms were subjected to adversarial review. All seven forms have been revised: provable sampling surprise is now mandatory; SAI is now calculated from the full registry using a coverage coefficient; and ω₇ now requires pre-registration of shock class and shock appearance.
3. Introduction of Semantic Capacity
A quantity paired with conductivity and derived from Ashby's limit has been introduced. It enables prediction of the scaling limit prior to deployment and blocks the G3→G4 transition in the prototype. It is linked to D8 and D9.
4. Operationalization of Evidence Tiers
Evidence tiers have been operationalized via a measurement maturity scale: pilot → calibrated (with a datasheet) → industrial. SCP and Locus are now classified as "pilot."
5. Documentation Updates
The registry (v5.1), protocol catalog (v5.1), methodological appendix (v4.1), and disciplinary foundations (v4.1) have all been updated—all changes are logged, new terms are introduced, and retirements/deprecations are formally recorded.
Status
The corpus is now a prototype that has passed its first empirical test and withstood an attack by its own internal tests. The main priorities going forward remain: external replications (E1 at client sites) and resolution of the K and G bets.
A 30-minute "overview call" featuring a demonstration of one measurable fact (e.g., the SCP density of their regulatory framework)
