A classic, finely honed control-loop failure — the metric has finally broken with reality, and the ritual has supplanted the outcome. Equipment was purchased — lawnmowers, street-washing trucks, graders, and tractors. Budgets were spent. They come with rated productivity, fuel consumption norms, and depreciation schedules. But the key factor is their planned utilization. A municipal contract or departmental directive stipulates: the equipment must operate for *t* hours per month, log *k* kilometers, consume *p* units of fuel. If it sits idle, that is inefficient. If the targets are not met, next year’s funding will be cut. This is the KPI — a key performance indicator that has become the sole indicator.
But this KPI has one flaw: it says nothing about whether the world has become a better place. It measures activity, not outcome. The measure becomes the goal — and ceases to be a good measure.
Then the contractor’s or municipal enterprise’s engineering logic kicks in: "We need to clock the hours. So we roll out, start the engines, and move. Where — irrelevant. Why — irrelevant. What matters is that the odometer and tachometer show the required numbers." Machinery roams empty courtyards; lawnmowers polish already-trimmed grass or simply drone under windows, creating an illusion of labor.
Inverted Utility
The system, which is meant to ensure comfort and public amenity, instead generates discomfort and environmental degradation: noise, exhaust fumes, pointless Brownian motion, resident irritation, wasted time and nerves. Worse, it consumes resources — man-hours, budget, attention — that could have gone toward genuine benefits. But the paradox is that this resource has already been written off. It is not saved; it is merely redistributed into emptiness.
This is semantic resistance in action: the links in the chain (contractors, dispatchers, inspectors) exist not to improve the environment, but to maintain their own presence and expend allocated funds. Their removal would not worsen public amenities — because there are no amenities to begin with. These are parasitic links, feeding on the gap between promised comfort and actual noise.
A radically honest solution: transfer money directly to the parasitic links, without simulating activity. It sounds cynical, but from an engineering standpoint, it is both more honest and more efficient.
- Savings on operational overhead. No need to purchase equipment, fuel, spare parts, or pay drivers, dispatchers, or inspectors. No need to waste time on route planning, reporting, or verification. The money goes where it already goes — to those who get it anyway — but without the intermediary motions.
- Noise reduction. Actual acoustic noise disappears; informational noise (reports of "work completed") disappears; citizen frustration disappears.
- Transparency. Instead of hiding meaninglessness behind a facade of activity, the system acknowledges that it creates no value and pays the rent openly. This could become a first step toward reducing such links, because there would be no need to justify them.
Of course, this is a utopia under current bureaucratic culture, because the very act of "transferring money without work" violates the ritual. But from the standpoint of Rusin's principle (reach = energy × conductivity), such a direct transfer would be a step forward: it removes resistance in the form of meaningless actions, increases conductivity (money reaches its destination faster and without loss), and, more importantly, creates no new noise.
The Cobra Effect, Uzbek-Style
This story is a local version of a global law: any administrative pressure on quantitative metrics perverts incentives. British colonialists paid for cobras — so people started breeding cobras. Soviet planners pushed gross output — so factories produced nails the size of rails to meet tonnage targets. Russian housing-and-utilities indicators for fund utilization — so street sweepers sweep snow in above-freezing weather, and asphalt is laid in the rain, just to file reports. Uzbek lawnmowers belong to the same lineage. The metric breaks from reality, and the system begins to optimize the metric, killing reality in the process.
An architect in this situation does not propose "tightening control" or "increasing penalties." That only reinforces the ritual. Instead, they propose redesigning the metric: measure not machine operating hours, but quiet in the courtyards, absence of complaints, actual quality of green spaces — what truly matters. Or, if that is impossible, at least acknowledge that this link is parasitic, and either eliminate it or pay it openly, without disguising it as work.
Conclusion
The meaningless activity of municipal machinery is not the stupidity of executors or the malice of officials. It is an engineering consequence of a broken control loop, in which the KPI has replaced the goal. The only way to stop this noise is not to fight it, but to close the gap between what is measured (operating hours) and what should be (citizen comfort). Sometimes the best solution is to do nothing rather than do something meaningless. Because silence, too, is an outcome — while noise is entropy that we pay for out of our own pockets and with our own nerves.
