KAMAZ: market share rises to 33% while output falls — a P-1 desk study

Subject: the production and management circuit of a federal-scale industrial issuer. IFRS and Russian-standard figures are reported separately and never merged. A rule declared before calculation: an intervention enters the portfolio only where the barrier class it addresses lies inside the perimeter of control.

Finding K-1 · The operating circuit generates flow; the financial circuit absorbs it [grade B]

Positive operating cash flow of 50.3 bn ₽ in the first half of 2025 sits alongside a net loss of 30.9 bn ₽ for the same period. The company attributes this to a doubling of finance costs on credit raised for modernisation, model-range development and import substitution. This differs materially from the Samolet case: there the operating result was absorbed by servicing a construction accumulated through past decisions about scale; here it is absorbed by servicing investments whose return is deferred by the design of the programme.

Finding K-2 · A borrowing decision executed without a declared point of no return [grade B, derived]

Credit was raised under one cost of capital and is serviced under another; the doubling of interest expense in a single year is the realisation of precisely that risk. An irreversible-class decision requires a pre-declared point of no return and a rollback procedure. No public sign exists that the programme carried a refusal threshold tied to the cost of capital. Condition of refutation: presentation of an investment passport with a pre-registered rate threshold and a suspension procedure.

Finding K-4 · A rising share on a contracting market is no evidence of rising conductivity [grade B]

Share rose from 18 to 33 per cent during 2025 and to 37 per cent in January–February 2026, while the heavy truck market contracted by 40 per cent year on year and the issuer’s own sales fell by 15 per cent. The arithmetic is transparent: the share rises because the denominator falls faster. A quantity that improves while both of its components deteriorate is a metric requiring a protective pair. The candidates absent from the public circuit are gross margin per unit and finished-goods inventory turnover.

Finding K-6 · A reversible decision executed correctly [grade A/B]

A reduced four-day working week was ordered in March 2026 for June and July and cancelled on 22 May 2026 following growth in production orders. The decision class was identified correctly as reversible, a rollback point existed, and the rollback was executed before consequences arrived. This is the first correctly executed reversible decision across four objects examined, and the apparatus is obliged to name it as distinctly as it names defects. Set against Finding K-2 it yields a diagnostic profile: the circuit is precise in short-horizon decisions inside its own perimeter and imprecise in long-horizon decisions dependent on an external parameter.

Verdict

Demand is the binding constraint: the market fell by nearly 60 per cent in the first half of 2025 and by 40 per cent in early 2026, and management’s own forecast of 45–50 thousand units carries no expectation of recovery. Three of five barrier classes — institutional, infrastructural and access — lie outside the perimeter of control. The operating circuit physically converts resource into result, so semantic resistance is a free variable. This is a healthy circuit in an unfavourable environment, and for that state the apparatus prescribes work on strategic bets and survivability rather than on throughput.

Grade B: business press and sector analytics, February–May 2026. Grade C: investment-community estimates of cost structure, excluded from aggregate figures.
